Troy Gilmer is the outside linebackers coach and special teams coordinator for the University of Rhode Island football program in Kingston, Rhode Island, and he enters his 12th season with the Rams in 2025. He joined the staff in January 2014 as a defensive assistant, moved into the linebackers coaching role before the 2017 season, and was elevated to outside linebackers coach and special teams coordinator ahead of the 2020-21 season.
At Rhode Island, Gilmer has coached several accomplished defenders and special teams standouts. In 2024, outside linebacker A.J. Pena earned first-team Associated Press All-America recognition and first-team All-CAA Football honors after finishing among the national leaders in tackles for loss and sacks. In 2021, linebacker L.B. Mack received second-team all-conference honors after posting 51 tackles, 11 tackles for loss and 8.5 sacks, then went on to make the Winnipeg Blue Bombers' roster as a rookie in the Canadian Football League. That same season, Rhode Island's special teams unit featured record-setting kicker C.J. Carrick, who finished his career as the program's leader in points, field goals and extra points, along with punter Davey Schaum-Bartocci, the school's career leader in punting average. Punt returner Coby Tippett also earned first-team All-CAA recognition.
