Fox's background in the sport spans both high school and college competition. A graduate of Atlantic City High School, he was a three-year varsity rower there and won the Stotesbury Cup while also earning silver and bronze medals at the SRAA National Championships. He later rowed at both Mercyhurst College and Rutgers University as a varsity oarsman, and in the summer of 1995 he trained at Cornell University under John Ferris as part of the U.S. Rowing pre-elite lightweight eight. He graduated from Rutgers in 1996 with a bachelor's degree in History/Political Science.
